RECOVERED CHEMICAL WARFARE MATERIAL PROGRAM (RCWM-P) — Various Task Orders, Pueblo Chemical Depot, Colorado and Aberdeen Proving Ground, Maryland
RECOVERED CHEMICAL WARFARE MATERIAL PROGRAM (RCWM-P)
The RCWM-P Integrating Office (IO) provides program management functions to ensure appropriate environmental response to munitions with unknown liquid fill or chemical warfare material (CWM) recovered at Active Duty, Reserve, and Base Realignment and Closure (BRAC) installations and Formerly Used Defense Sites (FUDS). The IO responsibilities include maintaining a single, accurate inventory of CWM, assisting in developing and reviewing CWM related policies, conducting archival research, and monitoring of advancements in technology to the program. In 2014, GSI was awarded an initial task order to conduct an extensive review of the historical records of chemical warfare-related activities on Pueblo Chemical Depot which holds approximately 8% of the original U.S. chemical weapons stockpile. GSI's successful performance on this contract has since led to the award of an additional seven (7) multi-year task orders valued at more than $5M to provide a wide variety of professional and technical services to support the RCWM-P. The scope of services under these task orders includes:
  • Developing policies and strategies to address Army and Department of Defense environmental restoration issues
  • Developing briefings and information white papers
  • Reviewing technical environmental reports
  • Developing draft public outreach materials
  • Developing and presenting training sessions
  • Preparing RCWM Program status reports and summary reports and recommendations for future research
  • Developing annual RCWM Program Work Plan and Program Plan and Budget Guidance
  • Supporting IO continuing efforts to keep abreast of new and emerging technologies and prepare informational papers

ADVISORY AND ASSITANCE SERVICES (A&AS) — Defense Logistics Agency Support for Energy (DS-FE) Environmental Consulting Services for Environmental Restoration at Fort Belvoir, VA

The A&AS support for DS-FE is a professional services-oriented contract at Ft. Belvoir, VA. GSI is providing a team of environmental subject matter experts, working both on and off-site, to assist the DS-FE Environmental Branch Chief in identifying the annual project requirements for DS-FE funded environmental restoration sites. The process used to identify these requirements is called the Restoration Strategy Workshop (RSW) and ultimately contributes to the Planning, Programming, Budgeting and Execution (PPB&E) for the annual Restoration Budget. Furthermore, the site data identified during the RSW process feeds into the annual Cost to Complete (CTC) process and becomes an input for estimating site clean-up costs. GSI is developing the FY19 RSW call letter requesting information necessary for the RSW effort, to include Phase RSWs schedule, major milestones, and template updates. Additionally, GSI is providing RSW process training and pre-RSW meetings to complete reviews of all installations requirements. GSI is also developing and presenting a Remedial Action Cost Engineering Requirements (RACER®) Refresher training for DS-FE PMs involved with the annual RSW and those PMs responsible for signing cost estimates in the annual CTC. On-site Technical Restoration Support includes assisting with day-to-day execution and management of restoration contracts; review and analysis of technical documents, identifying project requirements, developing scoping documents and site-specific narrative summaries, assisting with field oversight of projects, developing/analyzing remedial technologies, and maintaining project/program databases. Additional support includes reviewing restoration-related environmental site reports and regulatory documents, prioritizing restoration sites to aid Remedial Process Optimization (RPO) determination, and developing recommendations approved by the Government and the closure timelines needed to achieve closure.
